Project Management Office (PMO) Manager

Position Background

Project Management Volunteers (PMV) supports non-profit organizations and social enterprises with project management services through volunteer project managers since 2010. The organization has been evolving since its establishment and just recently the PMV’s 2022 Strategic Plan has been finalized in which two strategic priorities to address the internal challenges of PMV were identified. One of the four key themes and strategic priorities in the Strategic Plan is to “develop and reinforce our team’s culture”. One response to this strategic priority is establishing a Project Management Office within PMV to oversee the internal projects.
PMV’s internal projects are often performed with little project management principles. While this provides a flexible work environment, often welcomed by volunteers as an alternative to the usually rigid environment at work, it can result in negative effects, such as unsatisfactory outcomes, misunderstandings, or lack of commitment. These projects are often left unnoticed and do not get the recognition they deserve. This precludes cross teams’ awareness, coordination or collaboration, and prioritization of resources at the organization level.

PMO’s Objectives

The PMO will support internal projects succeed and increase the PMV team awareness on what’s happening across the organization.  

- Provide support and mentoring to Project Leads as required 
- Regularly provide an overview of projects in progress, for the entire PMV team  
- Enable the prioritizing of projects by PMV management, based on the Strategic Plan and any new/urgent priorities 
- Monitor the active projects’ performance

Note that the PMO will not deal with projects and advisory engagements that PMV performs for their non-profit clients. 

PMO Manager’s Responsibilities

- Maintains PMO guide, documents, and folders, and make sure they are available to the Project Teams when needed, and update them as appropriate
- Reviews and approves Project Charter and works with the Project Sponsor/Lead to ensure the charter follows PMO’s guideline.
- In some circumstances, may assist with project staffing and is available throughout the project for advising or help resolving issues
- Reminds Project Lead (PL) to update Project Overview Report information on their project(s) 
- If concerns arise with project performance, work with the PL to make sure the issues are addressed properly
- Presents Project Overview Report to the Ops Meeting and posts regular reports in SharePoint 
- Reviews results, approves tasks completion, and consolidates lessons learned into the PMV inventory 
- Generates a monthly active projects summary for the newsletter and collaborates with the PLs to identify the projects to be featured in the newsletter

Qualifications

- At least 7 years’ experience in project management, operations management, or leadership
- Solid knowledge of PMI’s Project Management approach and proven track record of managing projects in multi-disciplinary environments
- Excellent communication skills and ability to work with people from diverse backgrounds
- Strong mentoring, coaching experience to a team with diverse levels of expertise
- Excellent communication skills
- Ability to think critically and find solutions to complex problems
- Familiar with non-profit work environments
- Ability to improve processes and communicate the changes to different levels of the organization
